According to the lines, it was not Salman Khan, but his fans who drank and drove over the poor people that night (take responsibility for the case). What this means is that Salman khan fans' bitter past compelled them to kill the poor. They were completely aware when they committed the murder.
The last one is "abandon all our destroy programs". This means that they have committed many crimes. Here and there in the letter, bhaitards get flirty with Salman Khan's victims. Unfortunately, this is sexual harassment and will add one more case to their file. Just take a look:
